There no chance that Microsoft would admire the iPad for commercial reasons and of course since they did not make it. Other criticisms put forward by Microsoft are certainly less justified, like the fact that the development by the SDK system of Apple is more difficult than on their platform .NET.
After being beaten in the market of the OS for the mobile phone, Microsoft will certainly put all its efforts to make sure that it figures in the market of the tablets, that is certain.
