According to Fudzilla, AMD is having problem to answer the important demands for one of its latest graphic card, the Radeon HD 4770. If perofmrance level can not compete with the Radeon 4870, its target price around 100 USD have seduced many customers and Pc manufacturers and integrators. As previously repoted its performance per Watt is simply unbeatable for hte moment, and associated with a extremely coold GPU thanks to its 40 nm engraving. The latest, rather pioneering work for GPU production is not providing the same yield as the less precise process, so it might also contribute to the lack of Radeon HD 4770.
Talking about hte Radeon HD 4770, the french IT website, PCinpact, noticed that the sample sent to them by AMD was modified when compared to the same model found in shops.

On the test sample, AMD tricked the fan speed management system to make it spinning slower than the default one, making the card sounding less noisy, especially when idle. So be careful when reading test of the card that would mention its "silence"...
